Zhou Bi, with the courtesy name Zichong, was born in Yonghe, Luling. He went through four dynasties: Gaozong, Xiaozong, Guangzong, and Ningzong. He was a famous politician and literary figure in the Southern Song Dynasty, and another "encyclopedia style" figure in Jiangxi history after Ouyang Xiu. He was one of the famous "Five Loyalties and One Festival" in Luling. The Zhou Bida Memorial Hall was founded in October 2019 and opened to the public in February 2021. It covers an area of approximately 2000 square meters and features a Gan style residential style. The museum is divided into five sections: Poetic and Bookish Aristocratic Families, the Rise and Fall of the Imperial Sea, Famous Officials of Zhongxing, One Generation of Literary Loyalty, and Sangzi Emotions, showcasing the steady and dignified official style and extraordinary talent and knowledge of the famous minister Zhou Bida, showcasing the profound connotation of the cultural and artistic significance of the Luling Mausoleum.
